Country Based

If a value is assigned to a country through the admin panel, a percentage (%) is added to the Order total.

Table in your admin panel shall have the following format: country;rate

Put countries one per line. This list will be used for the billing country drop down menu

Tax rate is used only if the taxable checkbox is selected (item screen in the admin panel)
